Evaluation of Health Improvement Effect of M-Health Project in Public Sector Using ICT : Propensity Score Matching Method and Difference in Differences with Comparison Groups

Abstract
In Korea, according to 2016 NHIS data, 72.6% of adults have more than one health risk factor and 61-79% of people in their 30-50s. Thus, there is a urgent need for preventive management services that overcome the limitations of existing metabolic syndrome management services. At the national level, we promoted the M-Health in the health center using ICT. In this study evaluates the health improvement effects by comparing the M-Health of the health center, which was conducted from September 2016 to March 2017 with the control group. We used the propensity score matching method and included a total of 318 balanced samples. The net effect of the project was estimated through a Difference in Differences. As a result, the number of health risk factors decreased significantly by 0.35(p<.07) in the M-Health service group. In particular, 0.51(p<.00) significant ? ? reductions in low number of health risk factors group are shown, explaining that M-Health service is more effective for those with low number of health risk factors. These findings suggest that M-Health in the health center can be used as complementary tools to overcome existing limitations of public services.
